Disease Prevention and Control Bureau (DPCB)

Bureau Profile

The DPCB is strategically divided into two main components: System Integration Divisions and Primary and Specialty Care Divisions.

Director III for System Integration

Responsible for overseeing Policy, Planning, Research, and M&E sub-units. This role reports directly to the Director IV and serves as the primary liaison to the Public Health Services Team (PHST) Undersecretary for all COVID-19 related policy and financial documentation.

Structure

The DPCB operates through specialized offices designed to bridge the gap between national policy and local implementation.

Office for Sectoral Strategy and Standards (OSSS)

Leading the life-stage based integration of evidence-based sectoral strategies.

Evidence Generation and Management

  • Formulate implementation of DPCB priority topics for National Practice Guidelines (NPG).
  • Lead the development of manuals of procedure and algorithms for clinicians.
  • Capacitate staff in rapid reviews, systematic reviews, and research surveys.
  • Coordinate with partners like DOST, UP-NIH, and HPDPB.

Primary and Specialty Care Expertise

Mental Health Cancer Control Child Health Elderly & Special Population Adult Health Adolescent & Maternal Health

These divisions lead the development of Omnibus Guidelines, provide technical vetting for PhilHealth benefit packages, and draft disease-specific legislation.

Office for Implementation Strategy and Coordination (OISC)

Ensuring readiness and responsive service delivery at the local level.

Finance & Supply Chain Monitoring

  • Formulate budget plans and integrated annual procurement in line with the National Allocation Framework.
  • Establish market study mechanisms and technical standards for drugs and vaccines.
  • Coordinate with SCMO, PS, and FMS for logistics excellence.

Partnership & Data Management

  • Lead the development of the Primary Care Tracker and the oneDPCB app.
  • Consolidate information systems for internal and sectoral performance monitoring.

Implementation Support (CISD)

  • Develop the "menu of assistance" for CHDs and LGUs.
  • Incentivize integrated disease prevention for Province- and City-wide Health Systems (P/CWHS).

Health System Strengthening Division

  • Develop governing frameworks for health regulation, financing, and performance accountability.
  • Manage transition of public health commodities under the Mandanas-Garcia Ruling.
  • Define role delineation between DPCB and other DOH offices.
NVOC Transition Team

The National Vaccination Operations Center (NVOC) is transitioning to DPCB OISC to ensure synergistic coordination between COVID-19 and other vaccine-preventable disease programs.
